US-Based Nigerian CEO Arrested for Alleged $7m Veterans Affairs Fraud

    Cashmir Chinedu Luke, Chief Executive Officer of a U.S.-based home care company, has been arrested at San Francisco International Airport while attempting to board a flight to Nigeria.

    According to the U.S. Department of Justice (DOJ), the 66-year-old Antioch, California resident is accused of orchestrating a multimillion-dollar fra¥d scheme targeting the Department of Veterans Affairs (VA). Federal authorities allege that Luke fra¥dulently obtained more than $7 million in payments for home-care services that were never rendered even including care billed weeks after some beneficiaries had d+ed.

    Luke operated Four Corners Health LLC, a provider under the Veterans Community Care Program between December 2019 and July 2024. The company claimed to offer in-home nursing and daily living assistance across several California counties, including Fresno, Tulare, Merced, Mariposa, Madera, San Francisco, and Contra Costa.

    U.S. Attorney Eric Grant stated that Luke is accused of submitting nearly 10,000 false claims, ranging from duplicate billing to claims for nonexistent services and services allegedly provided to deceased veterans.

    Court filings indicate that Luke acted as the sole owner and billing representative of Four Corners Health LLC. Prosecutors say he personally profited from the scheme, moving funds through multiple accounts in Asia and Africa.

    The case is being prosecuted by Assistant U.S. Attorney Calvin Lee, following an investigation by the Veterans Affairs Office of Inspector General. If convicted, Luke faces up to 10 years in federal prison and a $250,000 fine, though sentencing will ultimately depend on federal guidelines.

    The DOJ stressed that the allegations remain unproven and that the defendant is presumed innocent until proven guilty in a court of law.
